Utilization of old cars in Russia

It happens that a car that has fallen into thrifty hands, more than a dozen years after its release, drives like new. But it also happens in a different way, when a technique that has developed its operational resource rusts without doing anything. You can't bargain for a lot for such a car, and who even needs it in such a pitiful state?

But the owner of such a car should not despair. After all, idle junk can be sent for recycling, and not for free.

Auto-junk program

Since the beginning of 2010, a federal car recycling program has been operating in Russia, aimed at supporting the country's auto industry and car market, as well as increasing the level of safety on the roadway. In addition, the initiative aims to improve the environment, as new cars pollute the air less than old ones. And unnecessary junk is better sent for recycling than just storing it in a landfill.

For these purposes, the owners of cars that are more than ten years old and have been in the hands of the owner for at least six months are given the opportunity to hand over this vehicle for recycling, and in return receive a special certificate that gives the right, in case of purchasing a new car, to reduce its price by an amount of 50 up to 350 thousand rubles. During its work, the program has undergone some changes:

  • Currently, the funds for the project are transferred in the form of subsidies to the regions, which themselves provide car manufacturers with compensation in an amount depending on the annual volume of car sales;
  • the project is open for the participation of both individuals and companies, including leasing companies;
  • for recycling, you can hand over cars, trucks, as well as buses;
  • at the beginning, the project offered to purchase only Lada at a discount, then Renault, Nissan and other automakers joined the program;
  • the "trade-in" system became available and the transfer of the car not just for melting, but for repair with subsequent resale.

Machines assembled in any country and under any brand are accepted for processing under the state program. Cars that are handed over for restoration using the trade-in method must be released no earlier than six years before their handover.

Handed over "Zhigul" - bought a Volkswagen

You can buy a new car at a discount in the same shopping center where the old one was delivered. But not necessarily - it can be different places. Credit is also available here, just to get it, you will need to add a certificate of vehicle disposal to the documents. It usually looks like this:

  • an old car is delivered to a car dealership;
  • a contract for the disposal of the car is drawn up, a power of attorney is drawn up for the dealer;
  • documents are collected for the processing of an old car: copies of the passports of the vehicle and its owner, a certificate of ownership of the car, a certificate that such ownership has taken place within the last six months;
  • the buyer pays for the dealer's services, the cost of which depends on the contract and on average in Russia is 10 thousand rubles;
  • the old car is being recycled, its owner receives a certificate of this;
  • recycled equipment is removed from the traffic police register;
  • the recycling certificate is sent to the auto shop;
  • finally, a contract for the purchase of a brand new car is drawn up.

Thus, when calculating the final price of a new car, compensation for the old one will also be taken into account. And although only Russian-made cars are available for purchase under the recycling program, this does not mean that their range is limited to Ladas or UAZs - this list also includes prestigious foreign cars, for example, Skoda Octavia or Volkswagen Polo.

The amount of the discount itself depends on what is being rented and what is being bought. In particular, compensation for utilization for different types of transport is:

  • passenger car - 50-175 thousand rubles;
  • SUVs - 90-140 thousand rubles;
  • medium-duty trucks - 90-350 thousand rubles;
  • buses - 100-300 thousand rubles;
  • special equipment - 100-350 thousand rubles;
  • AvtoVAZ products - 50 thousand rubles.

For car enthusiasts, the project for the reception of old equipment turned out to be very profitable. In any case, at the beginning of its implementation. For example, in 2011, for some scrap metal on wheels, you could get 50 thousand rubles for the purchase of a new car. Lada Granta was then estimated at 229 thousand rubles. - not so expensive. Plus, there is also a discount of almost 22%. However, during the period of the program, cars have risen significantly, and subsidies for a number of models have decreased, but not for all.

Among the cars offered for purchase under this program, perhaps the smallest discount was awarded to models from Renault: Logan and Sandero - only 25 thousand rubles. Trucks from GAZ received the greatest discount here - up to 350 thousand rubles.

It also happened that motorists, handing over the old classic Lada model, bought the same new one instead. The car fleet did not experience any special innovative upsurge from such transactions. Although, freshly released cars from the "rarity" series had a higher environmental class, and the recycling program still helped to reduce environmental pollution. And the problem with insufficient moral renewal of AvtoVAZ products was resolved by itself after the enterprise removed its own autoclassics from production.

Dates of the program

Utilization of cars in 2020 is carried out in a slightly different way than in the previous one. Now you can rent almost any vehicle that is suitable for the time of ownership and age. And factors such as mileage, serviceability, manufacturer, model, and also the country of manufacture do not play a role in this case.

Periodically, the Russian government extends the project for the disposal of old cars for a period of at least a year. So far, the implementation period of the program is limited to 2020, but, according to its curators, it is not planned to stop accepting old cars in exchange for new ones.

And yet, how this program will continue to work is not entirely clear. They will not stop accepting cars for recycling, but whether there will be discounts, the question remains open. So it's better for certificate holders to hurry up with the purchase.

Where and how is disposal

Several large companies and dozens of smaller ones carry out car processing in Russia. A car owner who wants to hand over a vehicle for recycling provided for by the program, has the right to choose where to take it:

  • to a private company;
  • to the state car collection point.

The first thing to do from a car that has arrived for analysis is to remove the components and clean it of technical fluids. Glass, tires and other non-metallic elements are disassembled separately. The iron body of the car is sent under the press, and then melted down. The remaining parts are restored or disposed of in their own way.

Meanwhile, if a recycling fee has been paid for the car, then by law it must be disposed of free of charge. However, a vehicle, in the passport of which there is no mark on the payment of waste collection, can sometimes be accepted for recycling without any problems, or even bring it in and even pay a little extra. The point here is the car model and its equipment.

The situation can turn out and vice versa. For example, the disposal of a car under the state program is free of charge, but the paperwork will cost ... 1000 rubles.

Also, experts do not advise delaying the removal of a car handed over for recycling from the traffic police register. After all, until this is done, you will have to pay tax for the vehicle.

Auto dismantling and scrap metal

And yet, in addition to the considered program, you can find other options for car recycling.For example, transferring a car for auto-dismantling or carrying out its independent uncomposition. In these cases, everything is removed from the vehicle that is properly implemented and implemented. The total proceeds from such a sale can significantly exceed the cost of the assembled machine. However, then there can be no question of any certificate.

Nobody canceled the option of sending the car to the scrap metal collection point. In some cases, it is even more profitable than participating in a recycling program. For example:

  • the car owner wants to hand over the old car without buying a new one;
  • the old car did not fit the conditions of the recycling program;
  • it is planned to purchase a used car or assembled outside Russia.

In addition, at the scrap metal collection point, you can get "real" money and spend it not only on buying a new car, but also on something else. Although it is hardly worth counting on a large amount. For example, an ordinary passenger car sold as a pile of iron will bring about 10 thousand rubles.

If it is nevertheless decided to take the car to the scrap metal collection point, then before that it should be removed from the traffic police register. And also - remove from it the seats, steering wheel, dashboard and other parts that do not have numbers. These items can be sold for disassembly.

But the numbered parts of the car should not be used when repairing other cars, so it is important to choose a reliable collection point for scrap metal. Also, the vehicle can not be handed over directly to the metal warehouse, but sold to an intermediary engaged in the remelting of old equipment.

Conclusion

A car that has reached its end of life can still serve its owner by significantly reducing the cost of a car purchased under the government's old equipment recycling program. If the rarity is on the move and looks more or less normal, then it can be handed over to the dealer as a trade-in payment.

At the scrap metal collection point or at auto dismantling, a certificate for a discount will not be issued. But if the purchase of a new vehicle is not planned in the near future, is this paper really necessary?
